Overview

Colorado is a state in the United States encompassing most of the Southern Rocky Mountains as well as the northeastern portion of the Colorado Plateau and the western edge of the Great Plains. Colorado is part of the Western United States, the Southwestern United States, and the Mountain States. Colorado is the 8th most extensive and the 21st most populous of the 50 United States. The United States Census Bureau estimates that the population of Colorado was 5,540,545 on July 1, 2016, an increase of 10.17% since the 2010 United States Census.

CBDG-DR Grant and Loan Fund Grants

Every year, the State of Colorado receives an allocation of federal funds to use for both community and economic development efforts within the state. OEDIT receives approximately one-third of this allocation of funds, using this allocation specifically for economic development efforts via the state’s Business Loan Funds.

Colorado Creative Districts Grants

This program offers vetted districts across the state access to grant funding, tailored technical assistance, networking and training programs, and access to advocacy tools to support the growth and infrastructure of the state’s creative economy.

Strategic Fund Incentive Grants

This discretionary program offers cash grants ranging from $2,500 to $5,000 for each new job created and retained for one year. To qualify, a business must create jobs that pay an average wage that is at or above 100% of the average wage of the county where the project is located. Local governments must provide matching funds for a business to be eligible for this program.

Colorado FIRST and Existing Industry Job Training Programs (CFEI) Job Training

Colorado FIRST program offers job training grants of up to $1,200 per job for businesses that are expanding in or relocating to Colorado. Grants of up to $1,000 per job are available to qualified existing businesses that are implementing new technologies. A minimum of 40% of the total training costs must be covered by the company.

CBDG Business Loan Funds Low Interest Financing

Colorado has 14 Business Loan Fund locations, which have service areas covering the majority of the state’s rural areas. These 14 programs are responsible for promoting and fostering economic development efforts at the local level by providing financial assistance in the form of loans and loan guarantees to businesses in their respective regions.

Enterprise Zone Program Special Zoning

These tax incentives encourage businesses to locate and expand in designated economically distressed areas of the state.

Aviation Development Zones Tax Credits

The Aviation Development Zone (ADZ) is a calendar-year performance-based job creation incentive program. Businesses must create net new jobs within a recognized ADZ at an airport before requesting credits.

Job Growth Incentive Tax Credit (JGITC) Tax Credits

Businesses that create at least 20 new jobs with wages at or above the average wage of the county where the project is located may receive a corporate income tax credit. The credit is equal to 50% of the FICA or payroll taxes the company pays for new hires.

Sales and Use Exemptions Tax Exemptions

An exemption of state sales and use taxes is available for purchases of manufacturing machinery, machine tools, and parts.
